Concentration is not a factor at all, nor are any other level-based stats in defense from magical attacks.
Attacker always uses: discipline, wisdom, intelligence, mana, PM
Defender uses in SVS (Smite Foe): stamina, strength, discipline
Defender uses in SVA (Burn, IP, HB): reflex, agility, evasion
Defender uses in WVW (most others): discipline, wisdom, intelligence, PM
SVS = Stamina verses Stamina
SVA = Save verses Agility?
WVW = Will verses Will
Concentration = ((Discipline / 10) + 1) x (Circle + 1)
Concentration affects casting, but it only indirectly affects the resistance formula (and doesn't affect the defense side at all). Concentration works just like fatigue in casting. If you're at 80% fatigue and 70% concentration, your modified PM gets multiplied by 0.8 and then by 0.7, so You're only getting 56%. This is for the number that has to overcome the spell difficulty. Prep time works pretty much the same way. These three factors can push the line where your spells backfire or fizzle, but does not affect how strong the spell is at a given level of mana.
The evasion penalty is (N/2) +20% for the "high penalty" spells or (N/3) + 5% faor the rest. N is the percentage of your modified PM skill which is taken up by difficulty. For instance, if you have 300 skill, your concentration is at 100% and you're casting a spell with difficulty 150, N is 150/300 = 50%, so your evasion penalty would be either 45% or 21% depending on the spell. (I think Shalnhh meant to say 30% rather than 21%).
